virus prevents Windows 98 from loading

How do you get rid of a virus when Windows can’t load? you can’t install antivirus software, and the option on Norton Antivirus 2001 to scan at bootup wont work as the virus definitions are dated july 2000, and many viruses are later. I need a DOSantivirus scanner with the latest virus signatures. Is there such a thing?
