visual literacy training for technology

In what ways do you as a trainer assess a student’s level of visual literacy needed for working with a graphical user interface? Do you assume that everyone is visually literate and can navigate comfortably using the tools available, such as the textual Tooltips? What about in a group of mixed abilities?
