Warehouse Management Systems vendors/com

I’m bidding on a project for a small firm that does trucking & warehousing of fine art. System needs to be able to do billing, storage tracking, item tracking via bar code and digital image, & customer
reporting, & will need to support 25-75 simultaneous users. There are many Warehouse Management Systems (WMS) vendors out there, but most seem oriented toward bigger operations. Any suggestions on a component-based approach that I could put together?
