WD400 Not seen for formatting

I’m trying to format a new WD400 drive so I can install 98SE and 2000 on it. It sees the drive when I power on the computer but I am unable to fdisk the drive at the a:>fdisk. I can’t format the drive or anything. I try to change dir to c: but it is not there. How can I get this drive ready to be seen as c: on my computer so I can install the OS? Thanks.
