WEB SITE EDITING

Respected Sir/Madam
I would like to know that if a person doest not know a software like VB or C or any languages. Will it be possible to use some application software he can edit his own website or authorised sites. For example to update his own biodata or any information avilabe on his own site.
This is Question is to find out that any own has create a web editing tool which will download whole site and so that editing is possible at pur end and up load it to the web service provider.

I hope this question is clear . I am not a software person but I intend to make use of this new technology for daily use and teach others too.
