Webmaster Qualifications

I am looking to hire a webmaster for our school district. What sort of qualifications will be essential, and which ones would be “important” to look for? Will certifications indicate a better candidate, or is it better to rely on a portfolio? We already have a network administrator who is handling the hardware/network issues.
