What causes this?

When I boot up I get to the Windows 98 screen and the PC hangs. I have tried to reinstall the OS but when I try to start the computer with cd-rom support, I get asked to type in the name of the command interpreter …eg COMMAND.COM. When I do this Iget an error. What causes this. The computer is a Compaq laptop.
