When I shutdown win98 it “Restarts”

I have a realitively new system that is refusing to shutdown. I attempt to shutdown in the proper way and it closes out then “restarts”. It’s as if I choose “restart” and not “shutdown”.

The only thing I have changed on the system was an update Igot from the Microsoft website related to speeding up shutdowns when a computer has several “Mapped network drives”.

Any Ideas on tracking this down?
