Where do Screensavers come from?

Someone received a Powerpoint Presentation and this person asked if it could used as a screensaver. I was not sure how screensavers were made. I know they have a .scr extension but I doubt you could throw that at the end of the powerpoint show andlike magic it becomes a screensaver. How are screensavers made?
