Why is Windows2000 so slow?

Why is Win2k so slow at disk access? I have a 450mhz win98 that is “subjectively” twice as fast as a 900mhz win2k machine with 384mb ram! Any disk access seems v. slow. I have turned off indexing, added /n, /e, c: switches to Explorer. UDMA66 is properly implemented yet still its slow!
There must be lots of support folk trying to figure this one out…I’m one of them!
