Why would I get a fatal error?

To whom it may concern:
I work for the local government. One of the computers over here is constantly getting a “blue screen of death.” The strange thing is, is that it’s an all of a sudden kind of thing. I won’t be running anything or trying to load anything when all of a sudden I get the fatal error,”017FBFF9DFFF etc.” I need to solve this problem A.S.A.P!!!! PLEASE HELP..
