Win 95 Annoyance

The PC I have is a Dell Optiplex GX1 with a Win 95 OS. The problem is when I click on Start and the start up menu comes up the other submenus will not come up when i move the mouse over to access them. In order to access the submenus i have to click and the submenus will finally appear. I have ran norton virus scan and no viruses, i ran scan disk and disk defrag. I appreciate any help. Thank you
