Win95 Locks setting up Hardware and P&P

When I reloaded Win95 on my dad’s computer, it locks up when it gets to “Windows 95 is now setting up your hardware and any Plug and Play devices you may have.
I’m just a back-yard mechanic when it comes to these things, trial and error.
Any help would be appreciated.
