win98 boot up

Every time I boot up comp. wants to do scan disk, if I let it finish than it wants to do serface scan, have done this, still does it, have reinstalled windows, but did not reformat, also have done sys. restore, also get windows protection error sometimes after canceling scan disk, comp. will finally boot into windows and all is well
