win98 fonts problem

My fonts (win 98) folder isn’t behaving the way that it’s supposed to. I don’t have any selections for add a font or delete a font. When I copy new fonts to the fonts folder they don’t show up. I have around 400 font files listed in the fonts folder. I can’t do a view by similarity. It’s like the fonts folder is just another folder.
