Win98 SE falls asleep on restart?

I’m using Win98 SE. It shuts down fine…no hangs. But whenever it has to restart (i.e. for changed system settings) it shuts down, polls the drives as if to restart … then stalls. No reboot.

I can cold boot this puppy just fine. It’s when trying a warm reboot that it falls asleep and ~nothing~ will wake it up short of powering down and cold booting. The bios is set to “always on” and the power management settings through windoze are set to always on. But the problem persists even when the bios is set to let the software handle power management, and vice versa.

The MKB doesn’t seem to address this situation, since this is not the typical shutdown issue (it’s not hanging on shurtdown).

Any thoughts?
