WIN98SE Shutdown Problems

I have install Chinese Windows98SE in my PC, but still cannot ShutDown, all way show the shutdown screen and cannot shutdown to Dos mode, could you give any solution to me with fix this problems.
I have try disable Anti-Virus cannot scan Floppy after shutdown.
I have try add registry in windows to ACPI.
As listy the method with cannot solved this problems. could you help me.
Another my PC startup WIN98SE very slow and Long time, have you any solution to Fixed
