Windows 2000 Hangs on Boot

I have a Windows 2000 machine that stops during the boot process and displays the message I/O conflict at 02F8 Press F1 to continue or ESC to reboot.

I have checked several times in Computer Manager and cannot find any conflicts in I/O, IRQ’s, DMA or any other category.
Any suggestions?
