Windows 2k DHCP problem

I’m running a test network at my house with a Win2k Advanced server and 4 win98 machines and a 10 address IP scope. The clients have nor problem picking up an IP address from the server, however the server takes up the remaining addresses and holdsthem. When the client tries to renew there are no addresses available. Any ideas out there?
