Windows 95 hard locked

I have a micron computer that is hard locking (pushing ctrl-alt-delete does nothing)the only way to get out is to shut down. The only changes I have made to the computer is (took out old memory and added 128 meg of new memory and added a 5 gig drivewhich is slaved to the old drvie) this all started happening after I added the memory.
