Windows 98 does restart on Shutdown

Have bought a used PC running W98SE. When I do a shutdown from start menu and select shutdown, it always does a restart. Never get to the OK to shut off PC stage. What do I need to do to fix so shutdown works? Even created shortcut to run this command from winguides:
C:\windows\RUNDLL.EXE user.exe,exitwindows
