WINDOWS 98 ISSUE

I KEEP GETTING A MESSAGE ON START UP OF MY PC IT’S A BLANK SCREEN WITH THE FOLLOWING MESSAGE
INVALID SYSTEM DISK REPLACE DISK AND PRESS ANY KEY, the problem is there is no floppy drive on pc only cd rom and no disk is in pc.I tried restarting pc to no avail
