Windows 98 Slow

Windows 98 just got slow (particularly running programs). No changes to system were made. Ran virus scan, ran scandisk, ran defrag with no problems or errors detected. Ran msconfig and nothing is loading there. Is the file allocation table or the harddrive starting to go bad?
