Windows initializing problem

During initializing win98 I get this message;
“while initializing device vkd:
windows protection error. Y

system.ini file refers to this device file, but the device no longer exists.
vnetbios.vxd.”

How can I solve this problem so I could start win98? any help will be deeply appreciated. thanks.
