Windows ME Crashes & lockups

I am running ME on a 950 Mhz with 20GB HD and 128 RAM running Norton System works in the background and Norton Antivirus.

Everytime I am on line and I attempt to open Windows Explorer the PC crashes.

Any idea what causes this or any known fixes?
