Windows NT Security permissions

I have on my machine two users Administrator and user.
I have FULL CONTROL for the administrator on my machine for C:\ and RX permission for the user. I have created a directory and want to give full control permission on that directory for the user. But in that case the user is able to delete the directory. If I remove the delete permission, the user is not able to rename the directories. I tried giving RWXD permission for special file access but that too doesn’t work. Any suggestions!!!
