Windows out of virtual memory

I am using Netscape 4.70 on WIN 2000. When I open netscape to check email or search on the web, the system is crashed and closed all my programs to the desktop. My system is 128 RAM, 13GB, and the paging files is 192-384.
Here is the error:”Your system is low on virtual memory. To ensure that windows runs properly, increase the size of your memory paging file. For more information, see Help.”

Please give me an advice.
