Windows shut down/restart

Read all info relative to this problem. However to no avail. I have windows 98se and I can’t close down windows automaticly. It just restarts itself when I cose the shut down radio button. This started when I down loaded windows explorer 6.0 The antivirus (Norton) program at the end check disk is disabled and all sound is disabled. So how do I continue my computer life without sleep? Please help you guys/gals are so smart.
