Windows Taskbar

I am using NT 4 workstation, just upgraded from win98. but I do not have the taskbar down by the start menu, like I did in 98. I would like to get it back, so I can put minimize button along with other programs I want to start. Also is there any wayto stop the printer verification pop up?
