Windows98 Startup

128mb SDRAM; When booting up, Windows98 is taking up 15% to 19% of my SDRAM. I have gone through the startup and shut off all but Explorer, NAV, Systray, and ZoneAlarm, and it is still occuring. Is this a user profile problem? It has been a yearsince I installed Windows98, Norton Anti-Virus is upto date and shows my system to be clean. Once again, why is Windows eating up my SDRAM?
