win.ini error message

I’ve have this error message displayed when boot to windows 98. “could not load or run ‘setup.exe’ specified in the win.ini file, make sure the file exists on your computer or remove the reference to it in the win.ini file.

what causes this problem & it’s affecting the connection to the internet.

If I extract the win.ini file from DOS & replaces it, will it solve the problem?
