WinXP IP Autoconfiguration

I work for a high-speed cable ISP. Several times, when a customer either upgrades to XP or installs a full version, when they try to renew their IP address, they get an IP Autoconfiguration Address of 169.x.x.x. What is the procedure to get by this in XP?
