WSA Socket

I cannot connect with my desktop computer and I ran the network troubleshooter in windows ME and every thing comes back the same
“Could not ping” “WSASocket() failed: 10091
I have tried reinstalling windows, but to no avail to fix the problem. Any help would be appreciated.
I have a Starband Sat. Modem and they tell me I will have to reformat my hard drive and install windows and start over.
