I have read an article which related to the 0xc00000017 error where I exactly encounter the same situation.
Whenever my server(Window Server 2012 r2) is recovered from power failure, it would enter the recovery mode.
I would like to know where and how could I obtain the hotfix version as my server has no internet connection and could not perform window update automatically.

      Hotfixes are from Microsoft.

The question is where to get Windows Server 2012 r2 hotfixes. That’s from Microsoft. If you can’t determine which hotfix, they still support this version and the fee is reasonable compared to replacing the OS.

This problem usually occurs when you don’t have enough physical or virtual memory for an application to work. There are two possible solutions to this.
      1. Remove bad memory
      2. Repair windows 11.

        Thanks for your advice.
I tried to remove the bad memory, But there did not have the bad memory exist. I tried to simulate the issue on a spare server where on OS and hyper-v manager is installed. And the error still occur whenever recovered from power failure.
