That's pretty much a correct statement. Computer programs (that work) are collections of interlocking statements made using algebraic logic. If they're all valid statements (like arguments), the whole should produce true results from true premises. In fact, good program code should be directly translatable into symbolic logic terms, which could then be used to produce conclusions from premises.

It's an interesting way to put it, calling a program a series of arguments. I like it.

a humorous way of expressing it.

a statement such as:

printf("hey dipstick");

is a function call with an argument.
usually found inside a function, making it an argument.
the execution of any program is a series of decisions, where each criteria is an argument.
success ( yes decision ) means the argument was successfull.

if $x!=$z //if value of x is not equal to value of y
do something

else
do something else.

either way it's a successfull argument.

Dry sarcasm I welcom, in fact that's what I learned as I grew up on British Comedy.

You could have made SOME reference to humour though, otherwise dry sarcasm just becomes a complaint.
