A template for asking a qestions

Techrepublic members:
I would like your suggestion in the way we could make a template for asking qestions to make it easer and faster to answer them.
The template should have for example:
I- softawre:
1- Client Operating System and version:
2- Networking Operating system and version:
II- Hardware:
1- CPU type and speed:
2- Motherboard name and bios version.
III Internet:
1- make The URL linkavialble.
Many users have a problem when the copy the URL where some time they copy the space and could not get to the sight.
in this case we could suggest to the site adminstrator to see if it is possible to apply this.
