about moving access 97 files

I have moved access 97 databases to a new machine. I used NetIQ’s Server Consolidator program to do this. All files, permissions,shares are the same as the old server.
I now get the message “The directory name is invalid” when I double-click on the database. However, if I open access 97 first then open the file, it works. Any ideas on what’s causing this?
