Access email – logon restricted hours

We are using Exchange 2000/W2K Server. Our users have permissions for remote/dialup access. We have restricted our users login to specific hours and users can access email ONLY during those hours. Is there anyway to provide email access over the internet 24/7 without removing (login) authentication requirements or changing the restricted login hours?
