Access Program Updatable?

We have several users that use Access programs and we have Office 2000 installed so they can use them. We want to use Office Developer and make the Access program executable so we don’t need to install Office 2000 just for Access. What I want to know if the users will be able to add record to these programs that we create in Office Developer?
