Active Desktop

I am trying to enable the active desktop on logon in Windows NT4. My network is within a school and I want to use a HTML page as a wallpaper. This is no problem, if I switch on Active Desktop locally. However on logoff/logon again, active desktopdefaults to off. Policies are used to limit students privileges but I can only stop them from adding content to active desktop not change its default state.

The clients find the wallpaper from the server OK but until active desktop is enabled manually, it cannot be viewed.

Can anyone help?
