Add a computer as part of the domain?

I'm currently studying the principles of how IIS works . Its current installed on
my machine. Currently I tried creating directories of the users in the network where
they can upload their web pages for web publishing. I was wondering if there is a
way to make the users have their own workstation as a web server which is part of the
domain so that they can quickly administer their own site within their own workstation
without having to upload their web pages on the server. If possible their web site
would look like this: http://username.domain.ext.

Hi,

Yep, simply add the proposed domain names and their IP addresses into your DNS.

You may find you need to configure the browsers to have username.domain.ext on the local LAN.

If your network is running either DNS or WINS. Just type into the browser the computer name and that page will load.
Regarding your question if you can install IIS on workstations:
Windows XP/2000/NT PRO/PRO/Workstation: Includes IIS. In control panel double click add/remove programs > Windows setup. And make sure IIS is installed.
Windows 9x doesn't have IIS. But you can get Personal Web Server (PWS). I think it's part of either NT option pack 4 or part of Microsoft Visual Studio or Microsoft Office Pro, I'm not sure.
