Adding PCs to a Domain

How can I organise Active Directory to allow PCs to connect to the domain ONLY if they have an account setup in Active Directory?

Can you please clarify domain only. Do you not want the pc's to access other resource on domain pc's?

you don't organize AD to allow only PCs with computer accounts to connect to the domain...

by virtue of how security in AD works, unless you have administrative access or it's delegated to someone to allow joining computers to the domain, no one other than that can join a computer to the domain.

Clarification

I need people to be able to add a PC to the domain but only if that PC already has an account in active directory. Is there a user account I can setup which will do this?

When you create a computer account in AD at the first window just under the computer name you have an option to assign a user or group to add this computer to a domain.
This user may not be a domain admin but will still be able to join this specific computer account to the domain.
