Recovered from a failed NT 4.0 server by installing Win2000 server on an additional drive. The old NT 4.0 server had an exchange server running on it when it crashed an the files are still accessable. I installed Exchange 5.5 on the Win2000 server and created the new mailboxes. How do I import the old data from the down system?

you really should work with MS product support on this one. Can't cover this answer in a short reply but if you have another exchange install using same org and site name you can copy the priv and pub.edb files into appropriate directories under new install. With a few tweaks you can then export the mailboxes to .pst files.
You don't say if this was the only Exch svr in the org / site which will change whether you'll be able to restore the directory.
