Try This:

Start Registry Editor (Start, Run and type in regedit)

Find "UpperFilters" and "LowerFilters" (and "UpperFilters.bak" "LowerFilters.bak", if they exist) value under the following key in the registry, and delete it:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

Quit Registry Editor.

Reboot.

your DVD software. XP doesn't natively support DVD. You probably had something like Nero installed previously.

XP will not play DVDs or CDs

by zlitocook In reply to after reinstallation of w ...

After a reinstall, go to microsoft.com and keep doing the updates until there is no more to apply. If you did not get a CD with your computer with a DVD player there are free players out there. But Windows media player eleven will play most videos.

Vista installs from a DVD so by default READS CDs + DVDs.

Every time XP has ever been installed the user HAD to install DVD Player software, or something like NERO for burning optical discs.

Straight out of the box, XP cannot handle DVDs.
