Aministrator but can't install programs

I can't install some downloaded applications even though I'm Administrator, I also tried using the system admin in safe mode and still get the message " you do not have access to make the required system configuration modifications. Please return this installation from an administrators account". I am using Administrator accounts i checked in use accounts and made sure,,.. Any suggestions.,

See if this works.

Ensure your account has permission to add registry keys.

Open Registry Editor by clicking Start > Run and typing "regedt32".
Open the HKEY_LOCAL_MACHINE and highlight Software. Click Security > Permissions from the menu.
Ensure your account or group has Full Control. Click Apply and OK.
Resume the installation.

In Group Policies or Rules on the Server.

You don't need to be the Admin locally but on the Network to install new software. Check with your System Admin and get them to install the software if it doesn't harm any existing Software or System Security.
