Implement a biometric login system where the user must have their fingerprint scanned to use the workstation. Of course, if the previous user hasn't logged out then anyone can sit down and use the workstation. Even setting the workstation to auto log out after a certain period of inactivity could be useless if your perpetrator is lurking waiting for users to leave the workstation.
You could try a credit card type system where as long as the card is in the device, that user is logged in, but again users could forget to take the card out or the cards could get stolen.
Good Luck!

And now for a real option...

Not to sure about tracking down the sending source, but you sure can stop it. All you really need to do is set the Messenger service to disabled and Boom.. bye bye annoying net sends.

As for the above suggestions.. while intersting, on the whole the cost of implimentation, Administrator/Support Group training and then End user training and management buy off is not really worth it unless you truely need such a secured environment.

All said and told, look at the Geeks and the Geek wannabe's in your org. They are the most likely to be jacking around with the netsend toys.
