I would request some internet sites/applications that they built/designed and proof of it. You might get more information if you mentioned what type of application you want designed. Definitely talk with those clients to get their feedback. Any designer with any credibility will be happy to offer that information. Don’t accept excuses if they are reluctant to provide references.

Perhaps they should not take chances, but go for it

App builders have opened up a great opportunity for small businesses that can’t otherwise afford app developments costs. For instance, developing an eCommerce app is not an easy project, if they are going to hire a development company. But today, with the development of these Saas tools, the business owners need to worry about what they know better – their business and not the technology that runs the business.
