Application Deployment question/ideas

Was hoping someone could shed some light on best practices for application deployments- specifically WebSphere deployments. Such as what is the process of how it is deployed- is it best practice for the admin or should the production control group have the responsibility? This is a discussion curently on-going at my organization. Any help would be appreciated.
