Are there Best Standard Programming Practices simular to building codes.

I would for the government, we often have programming requirement that are not as successful as one would like. I think it would be helpful to managers if there was a "best practices" code that would help monitor success. It you were building you would say, build IAW the NC or national building codes, that way you know you are getting a DB project built correctly.

"Discipline of Programming" gives a lot of recipes. As for actual rules, do you have access to the HP Southern California Regional Users Group 1990 Conference Proceedings? There you will find an excellent set of Language-Independent Programming Rules. Transforming them to coding rules for your programming language is up to you.
