assigning mail rules

I was wondering if it is possible to assign mail rules from domino administrator to clients. We are using Domino/Notes 6.5.4. The issue is that some people find it difficult to even create a rule, but we have some mail that all get and if it was put into a seperate folder would simplify their and my life.
